The City of Vancouver operates under a council-manager form of government

The Vancouver City Council appoints the city manager to serve as the Chief Executive Officer of the City. The role and responsibilities of the city manager are defined in the City Charter and the Revised Code of Washington.

The city manager is responsible for developing the biennial budget, advising council on policy issues and carrying our council’s policy direction through the day-to-day management and operations of all City departments.

In addition to overseeing citywide operations, the Vancouver City Manager oversees City Communications and Clark/Vancouver Television (CVTV), Emergency Management, the government affairs program, the historic preservation program, policy and program management and the historic Pearson Field Airport.

The City Manager’s Office conducts City Hall Field Trips for local schools.

Lon Pluckhahn
City Manager

Lon Pluckhahn oversees the city’s community development, parks, recreation and cultural services, economic development, and policy and program management teams.

Lon brings more than 25 years of public sector experience to Vancouver, including economic development, parks and planning, collective bargaining, and financing for capital projects.

He has served as city manager for 14 years in Marion, Iowa—a growing community of 40,000 residents in the second largest metro in the state. Lon has also held city manager positions in Platteville, Wisconsin, and West Liberty, Iowa.

Lon is a credentialed manager through the International City Manager’s Association and holds a bachelor’s degree in political science, a master’s degree in public administration and a master’s degree in community and regional planning, all from Iowa State University.

Lisa Brandl
Deputy City Manager

As deputy city manager of enterprise services, Lisa Brandl oversees the city’s information technology, human resources, emergency management, general services, diversity, equity and inclusion and communications teams.

Lisa has 30 years of progressively responsible local government experience, including serving as Chief Operating Officer for Riverside County, California, a county with 22,000 government employees serving nearly 2.5 million people.

Her professional experience also includes work in procurement, facilities, economic development, financial services and public administration.

Lisa has a master’s degree in public administration from California Baptist University and a bachelor’s degree in business administration, accounting and finance from California State University-San Bernardino, as well as number of other professional certifications.

Jeff Towery
Deputy City Manager

Jeff Towery began his career in Coos Bay, OR by serving as Assistant to the City Manager,
City Manager Pro Tem and Assistant City Manager from February 1986 to May 1990. From
there he went on to Cottage Grove, OR as the City Manager from June 1990 to March 1997
and held the same position in Auburn, NY from April 1997 to November 1998. In December
1998 he established Towery Consulting providing consulting services to local
governments and other agencies until December 2005 on a part-time basis. In August 2001
Towery joined Lane County, OR as a Management Analyst II for one year and then served
as the Land Management Manager until April 2007. He was hired as Assistant City
Manager for the City of Springfield, OR in April 2007, serving in that position until June
2016. Towery became the City Manager for the City of McMinnville, OR in February 2017.

Towery holds a Master of Public Administration degree from the Maxwell School of
Citizenship and Public Affairs at Syracuse University and a Bachelor of Arts degree from
Montana State University. He has served on a variety of boards and committees for several
professional and community organizations including the International City/County
Management Association, the Oregon Chapter of ICMA, United Way and Rotary. Towery
served ICMA as President Elect, President and Past President from 2021-24. Previously he
served a three-year term as one of three ICMA West Coast Vice-Presidents, sitting on the
Committee for Professional Conduct (2015-16), the Membership Committee (2017) and
Board Liaison to the Sustainable Communities Advisory Committee (2015) and
Governmental Affairs and Policy Committee (2016-17). He served on the ICMA Model
Employment Agreement Task Force and served on the 2020 Conference Planning
Committee and 2021 Host Committee. He is married to Doris, and they have two children,
Jared and Delores, one grandchild and another on the way.
